Keyboard shortcuts do not result in screen reader announcements #517

Changes made via keyboard shortcuts are not announced in the way they are if they were made while focused on an element. This includes:

1. Adding a program step
2. Replacing a program step
3. Removing a program step
4. Toggling audio feedback

I wasn't able to replicate this with VoiceOver, I'm getting the same screen reader feedback for adding with a screen reader and when using the shortcuts (however I wasn't able to find shortcuts for 2 and 4, only for adding and removing blocks). I will test with NVDA early next week and follow up.

In theory though, any live announcements should be the same for keyboard shortcuts.
