Scout

Sales intelligence over USAC E-Rate open data.

E-Rate is the federal program that helps K–12 schools and libraries buy internet access, wide-area networks, and internal connections (Wi-Fi, switching, cabling). USAC publishes the competitive bids and the awards as public data. That data is complete, but it is not a work list: filings, FRNs, vendors, and entity records live in separate dumps, and a sales engineer still has to reconstruct a district before a call.

Scout is a private product on top of that public data. It answers four questions from one surface:

  • Who is buying — open Form 470s, grouped by district or library
  • Who is winning — FRN awards, vendor history, market share
  • What is expiring — contract end dates and Category 2 budget windows
  • What is open for bid — close dates, map, and calendar, refreshed daily from USAC

Built so a sales engineer can prep a call without a paid E-Rate data vendor. Scout does not file with USAC and is not a replacement for EPC.

What it covers

Form 470s. Open competitive bids, grouped by applicant. Each filing shows what they asked for, Category 1 or 2, when the window closes, and the application number. Switch between a table, a map of open 470s, and a bid-close calendar.

Awards and vendors. FRN commitments and status, vendor (SPIN) history, and market share for service providers and manufacturers — who is winning which categories and which equipment brands.

Billed-entity profiles. Schools, districts, and libraries with Category 2 five-year budgets, contract end dates, state program notes, and accounts coming due for rebid.

Pipeline. Per-rep stages, notes, follow-ups, and activity on the districts you are working.

Alerts. Email and Microsoft Teams when a new Form 470 posts in your territory or a competitor wins an FRN. Daily and weekly digests so the inbox is a work list, not a firehose.

Search. One box for entities, vendors, filings, and equipment brands.

Coverage

Michigan, Indiana, Illinois, Ohio, Kentucky, Wisconsin.

Source data is public USAC open data, structured and refreshed daily.

Status

Scout is a private product. This repository is the public card only — no source, no issues, no app login.
