isUserIdle() has zero production consumers after #1473 (MAINTAIN candidate) #1655

After PR #1634 (issue #1473) the render gate reads PtySession.lastInputAt directly. isUserIdle() (Spec 403's typing-awareness API) no longer has a production caller. Remove it in the next MAINTAIN pass, with a "who calls this" grep across packages/ and apps/ first.
