update cm-generate-command 

- [ ] put MANIFEST.in
- [ ] fix MODULE name in setup.py
- [ ] remove requirements in template
- [ ] replace function to read requirements.txt
- [ ] ensure version `<package>/version.py` not in `__init__.py`
- [ ] introduce a yaml path finder searches in
  - current directory
  - `~/.cloudmesh/<package>`
  - `<local deploy>/<package>/etc`
    
    Should we put in `~`?
