Chore: Python Dependency Manager and packaging process upgrade #320

What

Need package release and building process update. Following feature is required so far

• should support multiple python version
• should support multiple environment for each python version (testing, development, build, ...)
• should adding separate build and release steps
• should support git-hooks for development flow finalization
