Codex quota refreshes previously kept an app-server process running, which could block CLI updates on Windows. Refresh batches now close that process, and this release adds Claude subscription quota checks that work independently of the interface used for coding.
Validation: clean-checkout restore and Release build; all 89 tests; formatting verification; dependency vulnerability audit. Also verified real subscription usage with Claude Code 2.1.285 and confirmed the query process exits afterward.
Claude's read-only usage control API is experimental and may change between CLI versions. Unsupported responses produce an explicit status while retaining any previous quota.
Release version: 1.1.0, published through the existing v1.1.0 tag workflow for Windows x64 and ARM64. The tag points to this PR's tested head; merging remains a separate review step.
