[RFC] Impl more eviction algo via Plugin Cache and build cache tutor

Inspired by the Python Tutor project, we can easily generate illustrative examples that provide an interface to expose the internal contents of the cache.

It can be used for two roles:

• Check the core logic with a tiny trace
• Prototype presentation
