feat: publish the docs route list for Website redirects - #119

- the docs build writes .well-known/b10x-routes.json, the list of pages and anchors the standalone site serves, as metaharness's site does - the Website reads it to redirect the old /docs/substrate/ pages; all 15 keep every anchor on the standalone site - test, AGENTS.md, website/README.md and CHANGELOG updated
