Release the cleanup authorization fix and restored verification gates as 0.19.2. Workspace, lockfile, all plugin manifests and skill version lines agree, and the changelog records the changes and verified CLI versions.
The release workflow retains its four platform builds and checksum verification, then uploads a complete release-publication artifact with read-only permissions. Publication uses the organization bot through the existing Gates route; AGENTS.md documents the procedure. This avoids publishing through the default Actions identity without introducing App secrets into the build.
Validation: Rust 1.99 task check passes all 145 tests and the plugin/eval gate. The tag will be created on exact remote main after the PR checks pass; the release workflow and six published assets will be verified before reporting completion.
