An explicit cleanup request now authorizes exact eligible removals without a second approval prompt. Inspection-only requests remain read-only, and recovery, ownership, lease, lock and work-state checks still apply.
The PR also restores the failing merge checks: Rust 1.99-compatible test assertions preserve the existing expectations, the AEP command inventory drops removed commands, and AEP/ESS verification pins advance after current command checks and two isolated ESS full-package trials. ESS guidance now names Rust and Go implementation synthesis and explains Go conformance package placement.
Validation: Rust 1.99 task check passes all 145 tests and the offline plugin/eval gate. agentplugins-check tools passes against AEP 0.68.0, ESS 0.52.0 and Worktree 0.8.2. The two isolated trials pass their unchanged baselines, produce all nine outputs, and pass 24 and 15 scenarios respectively with zero failures, skips or synthesis refusals. Plugin manifest validation and the documentation build pass. The AEP task records the evidence and limits of the trial observations. No check is skipped or weakened.
