  • New command kind in R3 (operator-only in Claude Code and Codex, ≤20 lines, one hand-off), gate-enforced.
  • /worktree:cleanup, /aep:wave, /aep:drive.
  • Skill version lines gate-checked against the manifest.
  • task check and tools exit 0.

The 0.9.3 plugins had worktree, wave and drive entry points; 0.14.x folded them into activity
skills and references, so the operator had nothing to type for cleanup, a wave or a drive.

- R3 gains the command kind: a verb name, disable-model-invocation: true, at most 20 body lines,
  handing off to exactly one activity skill of its plugin, and agents/openai.yaml with
  allow_implicit_invocation: false so Codex keeps it operator-only. 7 new gate cases red first;
  each guard mutation-checked.
- worktree:cleanup hands off to managing-worktrees; aep:wave and aep:drive to implementing and its
  wave and drive references. aep:wave and aep:drive leave the retired-name list, since they are
  real skills again.
- The Skill version line in implementing, planning and migrating is checked against the plugin
  manifest (it read 0.14.2); AGENTS.md Publishing says a release bumps it.
- b10x:routing lists the three commands; README, structure.md and the plugin pages describe them.
- Workspace and every manifest 0.14.15 -> 0.14.16. task check and tools exit 0.
- verified.json moves worktree from 0.8.0 to 0.8.1, released while this PR was open;
  agentplugins-check tools passed against it (19 spelled commands).
