Add relative link to CONTRITBUTING.md - #400

If all repos have a ./CONTRIBUTING.md, then this should have every PR description default to include a link to the repos' relative CONTRIBUTING.md file, even when this is being used as a template across many repos.

👍 Thanks! I suspect there are improvements that could be made to the specific CONTRIBUTING.md files (Toga, Briefcase, Rubicon-ObjC and .github all have good ones, but the rest are a fairly bare bones "see the website"); but this is an important first step to surfacing that content.
