rules_python is not working with uv 0.10+

Description

When trying to configure rules_python to use uv 0.10 or 0.11, I'm gettting error downloading uv for powerpc64 (my host system is x86_64 so I don't know why I would even need that).

Create a Bazel project with rules_python, configure uv, e.g., to 0.11.2, add lock rule to BUILD.bazel, try to build project

Error in wait: java.io.IOException: Error downloading [https://github.com/astral-sh/uv/releases/download/0.11.2/uv-powerpc64-unknown-linux-gnu.tar.gz.sha256] to /home/neckbosov/.cache/bazel/_bazel_neckbosov/e627463f9c4a2632b8260e27376f3c05/modextwd/rules_python++uv/uv-powerpc64-unknown-linux-gnu.tar.gz.sha256: GET returned 404 Not Found

It seems that the file "uv-powerpc64-unknown-linux-gnu.tar.gz.sha256" is no longer uploaded by astral's pipeline and we fail because we attempt to index the binary download location for that file. The fix here is to remove the powerpc64 support until they fix it.

@neckbosov Why do you need PPC64 (Big Endian) builds? We dropped support (astral-sh/uv#17626) since they aren't supported by linux distros nor manylinux anymore.

I see, sorry I misunderstood the original bug report.

Yeah, I think the only problem was that the downloads page had some references to the ppc64 files, but we could not find the sha256 file for it to actually download. I'll drop PPC64 support.
