Write pip extension metadata to the MODULE.bazel.lock file

This has been split from #2434.

The idea of this is to leverage the feature from bazelbuild/bazel#24777 when it is available in order to make the SimpleAPI querying more efficient.

FYI, @fmeum, this is the tracking ticket for using facts feature for just downloading the wheels. If we would like to fetch METADATA for each wheel, we would have to have a separate ticket. Feel free to create one about the needs from the customers you had in mind.
