readthedocs builds are broken

After #2638 the outgoing hooks and the RTD setup has not been updated. I dan't have the sufficient permissions on the GH side to fix it, so adding this issue before I forget to report it.

I think it's just updating PRs with the RTD build status that is broken. I can see RTD has built things, and its built PRs (so its receiving notifications), but it isn't updating PRs with the RTD build status; the RTD page also says there's some problem sending build status.

I think it's because the bazel-contrib org doesn't have the ReadTheDocs app authorized. I've pressed the "Request access" button. So a bazel-contrib admin probably has an email somewhere now.
