fix(theme): [ENG-48341] add gray.275/gray.650 and re-step the light canvas, border and muted text - #1051

…anvas, border and muted text - New global steps: gray.275 (#D1D1D1) and gray.650 (#535353), surfaced as surface-275 and surface-650 (with their bg/text/border utilities). - Light --bg-canvas moves from surface-50 (#FAFAFA) to surface-100 (#F5F5F5). - Light --text-muted moves from gray.500 (#808080, 3.95:1 on surface, under AA) to gray.650: 7.06:1 on canvas, 7.69:1 on surface. - Light --border-default moves to gray.275 so the rule still clears the darker canvas. Dark mode is unchanged.

--text-mutedwas#808080, 3.95:1 on--bg-surface— under the AA 4.5:1 floor, so every axe run over muted copy flagged it. It moves to a new global step,gray.650(#535353): 7.06:1 on the canvas, 7.69:1 on surface.surface-50→surface-100,#F5F5F5), and--border-defaultmoves to a newgray.275(#D1D1D1) so rules still clear it. Both new steps ship as--color-gray-*and--surface-275/--surface-650with their utilities.How to test
