if: always() matters — without it the step is skipped exactly when tests failed, which is when the results are worth having.

The report is found automatically. Pass path: if your runner writes it somewhere unusual.

Publishing

This directory is the action. GitHub requires action.yml at the root of the repository it is used from, so it is published by pushing this directory's contents to atom-tech9/report-tests and tagging v1:

git subtree push --prefix=packages/report-action git@github.com:atom-tech9/report-tests.git main

The action runs npx @atom-tech/report@1, so publishing the CLI is what actually ships a change. Re-tag the action only when action.yml itself changes.
