Add a Chinese edition of the Horizon UI 1.0 GA announcement, written in natural Chinese. Cover the community's decision to replace Booster, the 1.0 console and AI features, migration requirements, and ongoing work on AI agent observability, with released and development capabilities clearly distinguished.
Reuse the existing launch poster and screenshots, link to the Chinese Horizon series where available, and retain a link to the English announcement.
Validation: Hugo build passed; all 15 local article links and images resolve; poster metadata, English/Chinese alternate links, and the Chinese RSS entry were verified; staged whitespace check passed. Hugo reports the existing
.Site.Datadeprecation warning.
