[Feature][config-ui] adds IPv6 support for nginx

• I had searched in the issues and found no similar feature requirement.

Use case

We are currently running on EKS with IPv6 exclusively inside the cluster. Without that, the config-ui won't be able to listen to incoming requests from IPv6 based pods.

Description

a proposed solution is to extend the nginx.conf to listen to [::]:4000 additionally
