What does this PR do?
Queues busy-session follow-ups by default (Codex-like Enter=queue, Mod+Enter steers via the existing alternate). The v2 branch already ships the full queue/steer machinery (FollowUpBehavior setting, ComposerQueue with alternate/edit/reorder, inbox APIs) — this only flips the default from steer to queue, matching the requested behavior in the issue. Supersedes #47004, which implemented the same against dev before v2 was confirmed as the active line.
