What does this PR do?
Adds the provider connection tip from the Q3 desktop design to the new-session screen. The tip appears after provider data loads when no paid or external provider is connected, opens the Providers settings tab, and can be dismissed for 30 days. Its hover, tooltip, and exit behavior follow the Figma interaction notes.
