Part of ART Milestone 2 (BR-36). Roles from ADR-0003: uploader, reviewer/approver, tenant admin, auditor (read-only).

  • One dependency checks the caller's role per route.
  • The role matrix lives in one table in the docs and drives a parametrised test.

Verified by: a role-matrix test that tries every role against every protected route.
