VCRM: record CI-unconfirmed evidence (O-07, mode=te, BR-15) #52
Description
Context
- O-07 (Tier E) was marked fixed in September on unit tests only. Its first real run failed (CI: integration job has never passed - T&E tables not found in te_dev #45).
- The 11
mode=teintegration tests and the 5 BR-15 audit-trail tests have never passed in CI. They may have passed locally against PG 18.
Work
Update docs/VCRM.md (and the gap register if it cites these) so that any requirement resting on this evidence reads verified locally, unconfirmed in CI rather than Verified. Revisit once #45 is green.
Done when
The VCRM rows reflect actual CI evidence, with the run ID quoted.
