[PNP-10212] Remove root site content id from ordered_navigation_items - #4213

- The minisite root is treated differently from other navigation items in the service navigation component, so remove it from the ordered items array. The rendering app will find it from the shared links (recognising it by document type), and put it in the correct place in the component.

Test is broken on FE because it has the number of element hardcoded. Will fix after merging this. |
