…cision contract (T36) Introduce the ActionDecision contract (action type, reason code, detail) and an opt-in ToolSelectionFailurePolicy for ToolSelectionInterceptor: the legacy fail-open-to-all-tools behavior stays the default, while strict configurations can restrict the fallback to always-include tools or abort the model call with a ToolSelectionFailedException. Malformed selection responses and selection model failures are now distinguished by reason code, a legal empty selection records a FINAL_RESPONSE decision under argi.actionDecision, and the default routing is unchanged. Foundational slice for agentic-ai-java#139.
