Migrates the working government-use licensing exception note from blocktransfer/SEC-publications/comments/working-GFDL-exception into this repository.

The substance is preserved while updating the location-specific wording so it refers to this repository rather than the old comments subdirectory. The note keeps the GFDL documentation license in place and records the intended supplemental exception for SEC and U.S. Government use of incorporated GNU-licensed code.

Move the working GFDL/GPL government-use exception note from blocktransfer/SEC-publications into SEC-Comments and adapt its repository-location wording.
