Resolves #15
Creates a GitHub Action workflow where adding the "Status: Declined" label will automatically:
Testing
Important
PLEASE TEST IN #16, NOT IN THIS PR
The workflow in this PR (17) will automatically delete the branch and thus the PR can't be re-opened. The workflow in #16 is identical except for the fact it doesn't delete the branch (for testing purposes, so you can reopen that PR)
To test, just add the "Status: Declined" label to #16. Wait like 10 seconds, and then GitHub will update with the changes.
