Toggle block content is moved to next toggle block

Describe the bug
Content from 1st toggle block is moved to the newly created toggle block

To Reproduce

1. Hit enter on a folded toggle block with content
2. see another toggle block appear with the content from the first toggle block

Separating these issues going forward:

1. I am not able to reproduce this particular issue. Could you specify your environment (OS, Browser?). Would you able to reproduce this issue in our playground?

2. Think this is a duplicate of Empty toggle list doesn't allow drag and drop #2109
