Hitting enter on a unfolded toggle block creates new toggle block

Describe the bug
When a toggle block is unfolded hitting Enter create a new toggle block insted of creating a new block inside the toggle.

A user also reported that when hitting enter when the toggle has blocks inside they are moved to the new toggle created suitenumerique/docs#1312
