protocol: version 8 for v0.2.0 - #612

The last release, v0.1.58, shipped version 7. Everything that changed the wire since lands in version 8, as principle 9 reads: the two bumps made in pull requests before the principle and the three Unreleased notes fold into one line.

Cutting v0.2.0. The last release (v0.1.58) shipped protocol version 7; per CONTRIBUTING principle 9 this release bumps once, to 8, folding the two in-PR bumps (8, 9) that landed before the principle and the three Unreleased notes into the version-8 line. No released peer ever ran 8 or 9. Protocol, traverse and client tests pass.
