Conversation
Tcode uses every gpui-base primitive as it is, defaults included, before writing its own, and reimplements or overrides one only where gpui-base demonstrably cannot meet the need, naming the gap at the site.

Changed behaviour
Extends Principle 7 with the rule the maintainer has applied all along but which was not written down: everything gpui-base provides on top of GPUI is used as it is, defaults included, before Tcode writes anything of the kind; Tcode's own components compose those primitives and never re-derive a primitive's rules locally; a reimplementation or an overridden default is allowed only where gpui-base demonstrably cannot meet the need, names that gap at the site, and is removed once gpui-base closes it.
Folded into Principle 7 rather than added as a new entry so Principle 9's existing cross-reference stays valid.

cargo fmt/clippy/tests unaffected; CI runs regardless.
