agent: fetch the Claude model manifest from tcode as well as t3code - #506

The manifest now has two maintained copies: t3code's and the one in this repository. `refresh` fetches both and the newest by `updatedAt` wins, the same rule that already ordered the bundle against the disk cache. Either side can therefore ship a model first (Opus 5.5 lives only in tcode's copy today) without waiting for the other or for a release, and the bundle-only floor introduced with Opus 5.5 is no longer needed. `install` reports whether it adopted the manifest; a round caches the last adoption, which is its newest manifest since adoption only moves forward. Each source's failure is logged on its own and never blocks the other.
