Pi Agent: hide reasoning effort levels a model does not support

Pi Agent should show only the reasoning effort levels that the selected model actually supports and hide the rest.

For example, DeepSeek 4.1 Flash only supports off, low, high, and max. Unsupported levels such as medium and xhigh should be hidden for that model.
