Install Ruby and Bundler, then run these commands from the repository root:
bundle install
python scripts/check_translations.py
bundle exec jekyll serveOpen localhost:4000. On Windows, use ruby -S bundle exec jekyll serve if the Bundler executable is not on your path.

The root contains the README, licenses, build configuration, and index.html required by pagination. Page URLs are independent of their source locations. The main Sass entry is assets/css/style.scss and still builds to /style.css.
