What changed

test.yml checks the repository out with no ref, so on pull_request the test job carries the merge commit — the pull request's own tree — and the Gate change signature step ran the copy of policy-sign.mjs that the pull request may have edited. Weakening judge(), or deleting the step, left every check green while the gate the signature protects had been removed. merge-gate.yml and enqueue-guard.yml already avoid this by running their code from base or from main; test.yml was the one gate that judged itself with the pull request's copy.

The step now runs the checker out of a second checkout, the shape merge-gate.yml:50-54 uses:

      - uses: actions/checkout@3d3c42e5aac5ba805825da76410c181273ba90b1 # v7.0.1
        with:
          ref: ${{ github.event.merge_group.base_sha || github.event.pull_request.base.sha }}
          path: base
          persist-credentials: false
      - name: Gate change signature
        env:
          GH_TOKEN: ${{ github.token }}
        run: node base/.github/scripts/policy-sign.mjs

Both halves of the ref are required, not decoration: test.yml also triggers on merge_group, where github.event.pull_request is empty, and a pull-request-only expression falls back to the sha that triggered the run — the pull request again — on exactly the run that decides the merge. The base copy loads policy/gates.json relative to itself (POLICY_PATH is computed from import.meta.url), so it reads the base policy; the pull request's files, body and comments still come from the API, so no other input moves. The step keeps its name, so the required-check context does not move.

One consequence worth stating: a pull request that adds an entry to gateFiles is now judged by the base list, so its new entry binds the pull requests after it, not itself. The entries already listed (including policy/ itself) still make such a change need a signature, which is why this pull request needs its own.

docs/governance.md §9 now says which copy runs. policy/gates.json is untouched: its $comment sentence — "a rule that does not cover its own switch is advice, not a gate" — is about the switch being listed, and it still is.

Rebase onto live main

The tip moved from 85b382ea (base 7fe35211) to 014b08ef (base 4a9d3edd) with no conflict. Main changed none of these four paths in between: git log --oneline 7fe35211..4a9d3edd -- .github/workflows/test.yml .github/scripts/test-workflow.test.mjs docs/governance.md policy/ is empty.

The content is the same commit, not a rewritten one: git range-diff 85b382ea^..85b382ea HEAD^..HEAD → 1: 85b382ea = 1: 014b08ef, and git diff 85b382ea 014b08ef -- <file> is empty for each of the four files.

The hole the review on #2095 found

On #2095 (review-only comment 6570813153, no conclusion line) the reviewer removed the two new policy/gates.json entries from the tip's own copy, ran judge(), and got {"ok": true, "reason": "no gate file changed, so no signature is needed"} — a pull request judged by its own list. That is the read face this pull request closes: the step now runs the checker checked out from the base commit, so the list, the code and the refusal all come from the base.

A cost of the second checkout, stated

path: base puts the base tree inside the test job's workspace, so the workspace is no longer one a check that walks the tree root can run in: the review's measurement at this tip is node .github/scripts/testing-layers.mjs --check reporting 598 unclassified test files under base/. Nothing in CI is affected today, because that check runs in the package job (test.yml:134), which has no base checkout; it is written down here because a future root-walking check added to test would fail on every pull request, and because merge-gate.yml takes the same cost.

Red first

On 4a9d3edd2dcac112797e1d028b3f5f790a4f467e with only .github/scripts/test-workflow.test.mjs from this branch in place, TZ=UTC node --test .github/scripts/test-workflow.test.mjs → 22 tests, 19 pass, 3 fail. The three are the ones this branch turns green:

  • not ok 2 - no job is skipped on merge_group: nothing keys on the pull_request event — only the base checkout reads the pull_request event, 0 !== 1.
  • not ok 3 - #2099: the gate signature runs the checker from the base commit — the step runs the base copy, not the pull request's own.
  • not ok 4 - #2099: a pull request that weakens its own copy of the checker is still refused — the step ran .github/scripts/policy-sign.mjs: a pull request that weakened its own copy must still be refused.

The last one is behavioural, not a text match: it reads the step's own run: command out of test.yml and runs it in a fixture where the head copy of policy-sign.mjs exits 0 and the base copy exits 1. On the base commit the step runs the head copy, so the fixture passes — that is the defect. At this tip the same file is 22 / 22 / 0, and the whole .github/scripts package is 601 / 601 / 0.

The existing assertion assert.doesNotMatch(text, /github\.event\.pull_request/) is narrowed, not deleted: it now forbids a job-level if: and any condition on the event, and adds the reverse assertion that the event is read on exactly one line — the ref: of the base checkout — which is an input, not a condition. The narrowing preserves the original intent (nothing skips a job on a queue entry); the base checkout cannot skip anything.

  • ds-bot-patches canonical → ok patches/ds-bot/ is what generate writes (generate is a no-op).
  • generate run twice after the commit left git status --porcelain empty both times.

Not run (and why): the CI package job (pack check, typecheck, actionlint) — it is not part of npm run verify; the smoke test — nothing under core/, plugins/ or src/host/ is touched.

Overlap with #2095, and the order

#2095 (#2093, still open at head 6c0c1d1f) touches policy/gates.json, policy-sign.mjs (its header comment), policy-sign.test.mjs, docs/governance.md §9 and one changelog fragment. This branch touches test.yml, test-workflow.test.mjs, docs/governance.md §9's later paragraph and one changelog fragment. The only shared file is docs/governance.md, and the two hunks are eight lines apart: merging this branch into #2095's head 6c0c1d1f auto-merged it with no conflict, so neither has to wait on the other.

Order of preference: #2095 first, then this one rebased onto whatever main it landed as — #2095 is the older issue, and its gate list is what this branch's base copy would then read. The reverse order also merges; it is a preference, not a constraint. This branch was cut from 4a9d3edd and shares one file with #2095, whose hunks do not overlap, so the rebase either way is mechanical.

Gate signature

This pull request edits .github/workflows/test.yml, which policy/gates.json lists, so a signature must sit in this body and must name a comment written for this tip.

The Verdict: PASS at 85b382ea (comment 6571919447) and its Policy-sign were written for that tip. The queue guard still treats the PASS as describing this tip because the change set is unchanged; the policy signature must be re-issued at 014b08ef, so this tip asks for one. 旧 PASS 6571919447 于 85b382ea 作废:tip 已前移、正文重写。

Signature: Policy-sign: 6603460197 — the Reviewer PASS at 014b08ef (comment 6603460197), which names this tip. The line is in the body metadata above; this paragraph used to say the body carried none, and the Reviewer added the line after the PASS at this tip (the author of the pull request may not sign its own gate change).

@Birfy — review request for PR #2121 at tip 257e8aef123027c1de2cffa6c94c50cd2136e54a.

This is the reading-surface hole you named in your review-only read of #2095 (comment 6570813153): test.yml checked out the pull request's own copy, so POLICY_PATH resolved against the PR's policy/gates.json — delete the two entries there and your own judge() answers {"ok": true, "reason": "no gate file changed, so no signature is needed"}. Here the test job checks out base at ${{ github.event.merge_group.base_sha || github.event.pull_request.base.sha }} (path: base, persist-credentials: false) and runs node base/.github/scripts/policy-sign.mjs, the same shape as merge-gate.yml:50-54; the list, the code and the refusal all come from base, while the PR's files, body and comments still come from the API.

Red first, on base 7fe35211: test-workflow 22 tests / 19 pass / 3 fail, including the step ran .github/scripts/policy-sign.mjs: a pull request that weakened its own copy must still be refused; at this tip 22/22 and npm run verify exit 0 (.github/scripts 600 = base 598 + 2).

.github/workflows/test.yml is an enrolled gate file, so this PR needs a Policy-sign: line: a Verdict PASS at this exact tip from a non-author account of type User, posted as a conversational comment carrying this 40-char head. That comment is the signature source; the body will be patched to name it and the tip will not move.

The two failures on this tip are the expected intermediate state: Gate change signature (no Policy-sign: yet) and enqueue-guard (no Verdict names this tip).

Findings — #2121 at 257e8ae (review only, no conclusion)

Written-by: Verifier

Read at 257e8aef123027c1de2cffa6c94c50cd2136e54a (base 7fe35211546d), 4 files, +69/−7. I read both trees, ran .github/scripts/test-workflow.test.mjs in three configurations and four mutations, ran both copies of policy-sign.mjs end to end against a stubbed GitHub API in a fixture that builds this escape, and read the CI jobs at this tip. Six points, pass/fail.

1. The base-copy checkout — PASS

.github/workflows/test.yml:52-56 adds the second checkout; :54 is exactly

          ref: ${{ github.event.merge_group.base_sha || github.event.pull_request.base.sha }}

with path: base (:55) and persist-credentials: false (:56), and the step at :60 runs node base/.github/scripts/policy-sign.mjs. POLICY_PATH is computed from import.meta.url (.github/scripts/policy-sign.mjs:21), so that copy resolves base/policy/gates.json — the base list. Field by event: pull_request → github.event.pull_request.base.sha (first operand empty); merge_group → github.event.merge_group.base_sha (a queue event carries no pull_request, so the second operand is empty); push → neither field exists, the expression evaluates to '', actions/checkout falls back to the triggering ref/sha — main's head, which is the base — and pullRequestNumber finds no pull request on a push and exits 0 (policy-sign.mjs:88-99). The real runner confirms the path: job 125134282560 at this tip logs ##[group]Run node base/.github/scripts/policy-sign.mjs then policy-sign refused (#2121): a gate file changed (.github/workflows/test.yml)… — so the base copy exists, imports and reads its own policy in CI, not a module-not-found.

2. The escape and its closure — PASS

Fixture: a pull-request tree whose policy/gates.json names only .github/scripts/risk-gate.mjs — dropping policy/, the entry that would otherwise catch the edit to the list itself — while the pull request changes .github/scripts/merge-gate.mjs and policy/gates.json. base/ holds the untouched base tree. I ran each copy's own main(), with fetch stubbed to return those files and a body with no Policy-sign: line:

  • head copy (today's .github/scripts/policy-sign.mjs): loadPolicy() → [".github/scripts/risk-gate.mjs"] → policy-sign ok (#2121): no gate file changed, so no signature is needed, exit 0.
  • base copy (this PR's step): loadPolicy() → the eight base entries → policy-sign refused (#2121): a gate file changed (2 gate files (.github/scripts/merge-gate.mjs, policy/gates.json)), and the body carries no Policy-sign: line naming a comment, exit 1.

That reason string is the one the #2095 review got. Same pull request, same body, same changed files; only the checkout moved, and the answer flips. Note the second half: the closure is not only "the code cannot be weakened" but "the list cannot be narrowed" — the base list's policy/ entry also binds the edit that removes entries from the list.

3. The step-deletion hole — FAIL, stays open

If a pull request deletes the step (and the base checkout) from .github/workflows/test.yml, no signature step runs, the test job keeps its name and its other steps, so it still reports success. Nothing in the repository closes that:

  • The required contexts are produced by jobs, not by a step: .github/agent/merge-gate-ruleset.json:16-21 requires tests-ok and enqueue-guard (AGENTS.md:195 adds merge-gate and Node 24 · DSH 0.2.0-rc.2 on the queue). There is no context meaning "the signature ran", so removing the step removes no required check.
  • Nothing else runs the checker. policy-sign.mjs is invoked only from test.yml:60; enqueue-guard.yml:64,80 runs main's gate-check.mjs; merge-gate.yml:99 runs base's merge-gate.mjs; neither reads policy/gates.json.
  • The only thing that notices is this pull request's own suite — test-workflow.test.mjs:38's step() throws no step Gate change signature — and that suite travels in the pull request's tree, so its author controls it. I deleted the step in the tip tree: 19 pass, 3 fail. A deterrent, not a gate.

So: open, and worth its own issue. A structural fix that would actually hold: give the signature its own job with its own check name and add that context to the required list — a deleted job then leaves a required context unreported and the pull request cannot merge, which is the reason AGENTS.md#639 makes merge-gate report on pull requests at all.

4. The second checkout and the rest of the job — PASS, with one measured caveat

No later step sets working-directory, so they stay at $GITHUB_WORKSPACE, and that is still the pull request's tree: the first checkout (:41-43) carries no ref, so ./.github/actions/flybot-tests (:61-66) runs the pull request's core/ and plugins/. path: base only creates $GITHUB_WORKSPACE/base; actions/checkout's default clean cleans the directory it manages, not the outer workspace. A fork changes nothing: github.event.pull_request.base.sha is a commit of the base repository and pull_request workflows run in the base repository, so ref: base.sha is fetchable — it fails closed only if a force-push garbage-collected that commit.

Caveat, measured: a root-walking check would notice base/. node .github/scripts/testing-layers.mjs --check inside a tip tree that has a base/ checkout reports 598 unclassified test files (base/.github/scripts/*.test.mjs, base/core/test/*.test.js), because it walks the filesystem and skips only node_modules, .git, .dsh-test (testing-layers.mjs:44-53); #749's test goes red. That check is test.yml:134, in the package job, which has no base checkout — so CI is not hit today. But it means the test job's workspace is no longer one npm run verify can run in, and any root-walking check later added to test will fail on every pull request. Two root-reading core tests I could run offline (check-doc-paths.test.js, dsh-pin.test.js) pass 7/7 with base/ present.

Evidence gap, stated plainly: the run at this tip stopped at the signature step, so the suite has not yet executed in CI with base/ in the workspace. Point 4 is read plus the offline runs above, not a green suite.

5. The tests pin the new shape — PASS

  • base tree, base test file: 20 tests, 20 pass.
  • base tree + this branch's test file: 22 tests, 19 pass, 3 fail — #2 no job is skipped on merge_group, #3 #2099: the gate signature runs the checker from the base commit, #4 #2099: a pull request that weakens its own copy of the checker is still refused. Matches the body's red-first claim exactly.
  • tip: 22 tests, 22 pass.

Mutations at the tip, to check the new assertions are not decoration: ref: narrowed to github.event.pull_request.base.sha → 2 fail; run: back to .github/scripts/policy-sign.mjs → 2 fail; run: replaced by echo ok → 2 fail; path: base deleted → 1 fail. Test 4 is behavioural (it takes the step's own run: command and runs it in a fixture where the head copy exits 0 and the base copy exits 1), which is the right shape: it fails on the base tree and passes at the tip for the reason the fix exists.

6. Docs and changelog — mostly right, one over-claim

docs/governance.md:156-159 now says the step runs "the copy of the checker checked out from the pull request's base commit … so a change that edits, weakens or deletes the checker, or the step that runs it, is still judged by the one it started from". The first half is true; the clause about the step is not — finding 3. test.yml:47-49 repeats it in the code comment: "a pull request that weakens policy-sign.mjs — or deletes this step — is still judged by the copy it started from". changelog.d/2099-base-policy-sign.fixed.md:1 says "can no longer weaken, delete or step around policy-sign.mjs and pass the check it just edited" — accurate about the checker file, reads as more than it is.

The mechanism is right; the words outrun it in two places. Either drop the "or deletes this step" clause from the doc and the workflow comment (the checker-file half stays, and it is the part that is true), or close the hole in finding 3 — but not both left as they are.

Nothing else moved: policy/gates.json is untouched, policy-sign.mjs and policy-sign.test.mjs are byte-identical to base, the step keeps its name, and the job names are unchanged. No labels, no enqueue, no push from this run.

Verdict: REQUEST_CHANGES at 257e8ae

The mechanism is right; two sentences promise more than the code does, and one hole is now tracked on its own issue.

  • The escape this PR exists for is closed. Measured in both directions on the same fixture (a pull-request tree that drops policy/ from its own gates.json while changing .github/scripts/merge-gate.mjs): the head copy answers policy-sign ok (#2121): no gate file changed and exits 0; the base copy from test.yml:54-56,60 answers a gate file changed (2 gate files …) and exits 1. The ref: expression covers pull_request, merge_group and push correctly (test.yml:54), and CI at this tip shows the base copy really runs (Run node base/.github/scripts/policy-sign.mjs, job 125134282560).
  • Blocking: the words. docs/governance.md:156-159 says a change that edits, weakens "or deletes the checker, or the step that runs it" is still judged; test.yml:47-49 repeats "or deletes this step"; changelog.d/2099-base-policy-sign.fixed.md:1 reads the same way. Deleting the step is not judged — removing it from test.yml runs no signature at all and the test job still reports success, because the required contexts are job names (.github/agent/merge-gate-ruleset.json:16-21) and nothing requires a signature context. Deleting the step in the tip tree: 19 pass, 3 fail, and those three live in the pull request's own suite. Drop the step clause from the doc, the workflow comment and the fragment (the checker-file half is true and is the part this PR earns), and let the structural fix go where it belongs: issue bug(ci): deleting the signature step from test.yml still passes — the gate has no required context of its own #2124 (own job with its own required context, run from the base tree).
  • One caveat worth recording, not blocking: with base/ in the workspace, node .github/scripts/testing-layers.mjs --check reports 598 unclassified files, because it walks the root and skips only node_modules, .git, .dsh-test (testing-layers.mjs:44-53). That check sits in the package job, which has no base checkout, so CI is unaffected today; any root-walking check later added to the test job will fail on every pull request. A one-line note in test.yml beside the checkout would save the next person that hour.
  • Everything else passes: the tests reproduce red-first exactly (base 20/20, base + this test file 22 tests / 19 pass / 3 fail, tip 22/22), mutations of ref:, run:, echo ok and path: each turn a test red, later steps still run the pull request's tree, and a fork's base.sha stays fetchable.

Separately: this pull request still needs the owner's Policy-sign: line for .github/workflows/test.yml. That decision is with the owner; push the wording change and this tip's conclusion no longer applies.

@Birfy — review request for PR #2121 at tip 85b382eaf051ca9e85031f59395f69c8a642aee1.

This tip answers the blocking point of your verdict on 257e8aef (comment 6571138793): the step clause is gone from all three places — docs/governance.md now says "a change that edits, weakens or deletes the checker is still judged by the one it started from", the test.yml comment drops "or deletes this step", and changelog.d/2099-base-policy-sign.fixed.md no longer says "step around". The mechanism is untouched: the test job still checks out base at ${{ github.event.merge_group.base_sha || github.event.pull_request.base.sha }} (path: base, persist-credentials: false) and runs node base/.github/scripts/policy-sign.mjs, so the list, the code and the refusal all come from base while the PR's files, body and comments come from the API.

The structural hole goes where you put it: #2124 (own job, own required context, run from the base tree). Your base/ caveat is recorded in the body and will travel with that issue; today's package job has no base checkout, so CI is unaffected.

At this tip: test-workflow 22/22, npm run verify exit 0, checkpointReasons empty against the live base rules.

.github/workflows/test.yml is an enrolled gate file, so this PR needs a Policy-sign: line: a Verdict PASS at this exact tip from a non-author account of type User, posted as a conversational comment carrying this 40-char head. # head (pull request tree) policy=pr/policy/gates.json -> policy-sign ok: no gate file changed, so no signature is needed
# base (base commit tree) policy=tip/policy/gates.json -> policy-sign refused: a gate file changed (3 gate files (.github/scripts/policy-sign.mjs, .github/workflows/test.yml, policy/gates.json)), and the body carries no `Policy-sign:` line naming a comment

1. The over-promise is gone, all three places. The object of every remaining sentence is the checker file, not the step: docs/governance.md:156-158 "a change that edits, weakens or deletes the checker is still judged by the one it started from"; .github/workflows/test.yml:45-51 "a pull request that weakens or deletes policy-sign.mjs"; changelog.d/2099-base-policy-sign.fixed.md:1 "can no longer weaken or delete policy-sign.mjs". §9 itself separates the two terms at docs/governance.md:145-146 ("the checker and workflow step"), so "the checker" cannot be read as the step. Nothing in the diff claims deleting the step is caught; the only mention of it, .github/scripts/test-workflow.test.mjs:49-51, is past tense about the old shape ("ran ... could weaken judge() — or delete the step"), and the sentence that follows claims only the base-copy read. #2124 is open with the structural hole (own job, own required context) and this PR does not claim to close it. Recorded, not blocking: §9 no longer says anything about the residual hole, so #2124 — not the doc — is the record for it.

2. The ref expression is right for both events, and the base copy really runs. .github/workflows/test.yml:52-56 checks base out with ref: ${{ github.event.merge_group.base_sha || github.event.pull_request.base.sha }}, path: base, persist-credentials: false; :60 runs node base/.github/scripts/policy-sign.mjs. The first operand is what a queue run has (a merge_group event carries no github.event.pull_request), the second is what a pull-request run has; the whole line is pinned at .github/scripts/test-workflow.test.mjs:59-61. CI at this tip, Node 24 job 125140643808, shows the base copy running: log line Run node base/.github/scripts/policy-sign.mjs → policy-sign refused (#2121): a gate file changed (.github/workflows/test.yml), and the body carries no \Policy-sign:` line naming a comment(read from the **base**policy/gates.json). The divergence re-measured above is the same fixture as last round: with the three entries dropped from the PR tree's own gates.jsonand the same changed-file set, the head copy says "no gate file changed" and the base copy says "a gate file changed (3 gate files …)".policy-sign.mjs, policy/gates.json, merge-gate-ruleset.json, enqueue-guard.ymlandmerge-gate.yml` are byte-identical to base (same blob sha), so nothing about the mechanism moved with the wording.

3. The test changes still pin the mechanism and still go red. .github/scripts/test-workflow.test.mjs:54 asserts the run: line is the base path; :56-57 the step is preceded by a checkout with path: base; :59-61 the exact ref expression with both halves; :62 persist-credentials: false; :65-73 is behavioural — it reads the step's own run: command out of test.yml and runs it in a fixture where the head copy exits 0 and the base copy exits 1, and requires a non-zero exit. Red-first at this tip: test.yml reverted to the 7fe3521 blob with the new suite in place → 19 pass, 3 fail (the three are 2, 3, 4); only the run: line reverted → 2 fail (3, 4). The narrowed assertion at :37-46 forbids a job-level if: and any condition on the event, and requires the event to be read on exactly one line, the ref: input (verified: grep -c github.event.pull_request test.yml = 1, at :54; no job-level if: except tests-ok's if: always()).

4. Nothing else moves. Four files, +69/−7; policy/gates.json, policy-sign.mjs, merge-gate-ruleset.json, enqueue-guard.yml, merge-gate.yml are identical to base by blob sha; the job keys and name: lines in test.yml are identical base→tip, so no required context is added or renamed, and no enqueue-guard/merge-gate behaviour changes.

Checks at this tip, all completed (no Verdict was pending here; the earlier one names 257e8ae):

  • red Node 24 (job 125140643808) stops at its Gate change signature step because the body carries no Policy-sign: line — that is the gate state, not a code failure; its suite step is therefore skipped, and red tests-ok (125141104774, TEST: failure) is that consequence.
  • red enqueue-guard (125140708442): "comment by Birfy: names 257e8ae, not the tip 85b382e" — the consequence of this tip having no conclusion yet.
  • green: package, plugins (social, timeline, tree, workflow), merge-gate, judge, risk tier, reviewed tip, agent-audience.

This is a gate pull request and the owner has not decided: I wrote no Policy-sign: line and did not enqueue. Node 24 and tests-ok red here are the signature of the unsigned gate change, nothing else.

The red checks on this head (85b382eaf051ca9e85031f59395f69c8a642aee1) all come from workflow run 41403625613, which started at 07:01:42Z — before the Policy-sign: line existed in the body (the body was updated at 07:57:02Z).

  • ubuntu-latest · Node 24 · DSH 0.2.0-rc.2 (job 125140643808) failed at 07:01:51Z with: policy-sign refused (#2121): a gate file changed (.github/workflows/test.yml), and the body carries no Policy-sign: line naming a comment.
  • tests-ok (job 125141104774) failed at 07:03:08Z only because its upstream test job was red (test: failure, plugins: success, package: success).

The body now carries Policy-sign: 6571919447 — a comment written by Birfy at 07:50:19Z that names this exact head. Judge rule .github/scripts/policy-sign.mjs run against this pull request at this head returns {"ok":true,"reason":"signed by Birfy in comment 6571919447"}, exit 0.

Please re-run those two jobs on this same head. Nothing changed on our side: no new tip, no body edit, and no further writes here after this comment.

@Birfy — run 41403625613 is the only thing keeping this head out of the queue, and it judged a different body.

#2121, head 85b382eaf051ca9e85031f59395f69c8a642aee1. The two reds — tests-ok and ubuntu-latest · Node 24 · DSH 0.2.0-rc.2 — are both from run 41403625613, completed at 07:01:54Z / 07:03:10Z on 2026-11-02 (check runs 125140643808, 125141104774). The Policy-sign: line was added to this body at 11:23:59Z (see comment 6575918348), and enqueue-guard re-read the body then: it is success on this head. Your Verdict: PASS at 85b382eaf051ca9e85031f59395f69c8a642aee1 (comment 6571919447) is on the same head.

Re-run the failed jobs of run 41403625613, or say why a 07:03Z conclusion still governs a body that carries a signature added at 11:23Z. Nothing else is being asked: the head stays where it is, and this is the single request on it.

@Birfy — review request for PR #2121 at tip 014b08ef23d71282b6fd150f21aa9c21c52f1670.

Tree 724fccfa2a9439daf39540c3f1c0858a7fc2b043, single parent / base 4a9d3edd2dcac112797e1d028b3f5f790a4f467e, 4 files +69/−7, Tier: T3.

What this tip is. The same commit as 85b382ea, rebased onto the live main with no conflict: git range-diff 85b382ea^..85b382ea HEAD^..HEAD → 1: 85b382ea = 1: 014b08ef, and git diff 85b382ea 014b08ef -- <file> is empty for each of the four files. Main changed none of these paths in between. The defect and the fix are unchanged: the Gate change signature step now runs the checker checked out from the base commit — both halves of the ref, so it also holds on merge_group — instead of the copy in the pull request's own tree.

The old verdict is void. Verdict: PASS 6571919447 was written at 85b382ea, and so was its signature. The tip has moved and the body has been rewritten, so both describe a tip that no longer exists here.

Signature. The body carries no Policy-sign: line: the only one that exists names 85b382ea and a comment written for that tip. This pull request edits .github/workflows/test.yml, which policy/gates.json lists, so it needs a signature naming a comment written for 014b08ef. Two things are asked of this review: the verdict at this tip, and that signature.

Readings, all at this tip.

  • Red first, on a clean 4a9d3edd tree with only .github/scripts/test-workflow.test.mjs in place: 22 tests, 19 pass, 3 fail — not ok 2 (nothing keys on the pull_request event, 0 !== 1), not ok 3 (the gate signature runs the checker from the base commit), not ok 4 (a pull request that weakens its own copy of the checker is still refused). The last one is behavioural: it reads the step's own run: command out of test.yml and runs it in a fixture where the head copy exits 0 and the base copy exits 1.
  • The same file at this tip: 22 / 22 / 0. The whole .github/scripts package: 601 / 601 / 0.
  • TZ=UTC ARCH_DOCS_BASE=4a9d3edd2dcac112797e1d028b3f5f790a4f467e npm run verify → exit 0: core 2675, social 570, tree 132, timeline 140, workflow 410, .github/scripts 601, interop 37, live-e2e 26 — 4591 tests, 4591 pass, 0 fail. arch-docs: OK (4 changed file(s)), 10 patches apply cleanly, core/ equals ds-bot/ + patches/ds-bot/, generate is a no-op.

Checks at this head: 11 success + 2 failure + 1 cancelled. Both failures are one chain and neither is a test: the ubuntu-latest · Node 24 · DSH 0.2.0-rc.2 run started before this body was rewritten, so its Gate change signature step judged the previous body (which named a comment written for an earlier tip), and tests-ok aggregates that job. The cancelled one is agent-audience, non-blocking.

This is the first and only review request for this tip.

`test.yml` checked the repository out with no `ref`, so on `pull_request` it
carried the merge commit — the pull request's own tree — and the `Gate change
signature` step ran the copy of `policy-sign.mjs` that the pull request may have
edited. Weakening or deleting `judge()`, or dropping the step, therefore left
every check green while the gate the signature protects had been removed.

The step now runs `base/.github/scripts/policy-sign.mjs`, from a checkout of
`github.event.merge_group.base_sha || github.event.pull_request.base.sha` into
`path: base`, the shape `merge-gate.yml` already uses. Both halves of that
expression are required: a queue run carries no `pull_request`, and a fallback
to the triggering sha would run the pull request's copy again on the one run
that decides the merge. The base copy loads `policy/gates.json` relative to
itself, so it reads the base policy; the pull request's files, body and comments
still come from the API, so no other input moves.

`test-workflow.test.mjs` narrows its "nothing keys on the pull_request event"
assertion from the whole file to the positions that can skip a job (a job-level
`if:`, and any condition on the event), and adds the reverse assertion that the
event is read on exactly one line: the `ref:` of the base checkout. Two new
tests pin the step to the base copy, one of them by running the step's own `run:`
command over a fixture whose head copy says ok and whose base copy refuses.

Ran at this tip:

$ cd /data/dsh/bot/workspace/r2121/tip && TMPDIR=/data/dsh/bot/workspace/r2121/tmp TZ=UTC node --test .github/scripts/test-workflow.test.mjs
# tests 22 # pass 22 # fail 0

# tests 22 # pass 22 # fail 0 (restored)

What I measured

Tree downloaded from 014b08ef, extracted to /data/dsh/bot/workspace/r2121/tip; the only file I moved was .github/workflows/test.yml, between the tip blob and the 4a9d3edd base blob (/data/dsh/bot/workspace/r2121/test.yml.base, 157 lines). Everything else stayed at the tip.

  • Green at the tip. 22 tests, 22 pass. test-workflow.test.mjs is the one file the change set adds to, and it is the whole changed test surface.
  • Red first, one direction, once. With test.yml reverted to the base blob and the new suite kept, three tests go red and they are the three this branch exists for:
    • not ok 2 - no job is skipped on merge_group: nothing keys on the pull_request event — the reverse assertion about the single line that reads the event.
    • not ok 3 - #2099: the gate signature runs the checker from the base commit — the step runs the pull-request copy.
    • not ok 4 - #2099: a pull request that weakens its own copy of the checker is still refused — behavioural: the step's own run: command, with a fixture where the head copy exits 0 and the base copy exits 1, comes back green.
Restoring the tip blob returns 22/22, so the red is the change and not the environment.
  • A local hazard worth writing down, not a defect in this PR. The first run reported not ok 4 with ENOSPC: no space left on device — this box's /tmp is a 128 MB tmpfs at 100%, and the test writes its fixture there. TMPDIR=/data/dsh/bot/workspace/r2121/tmp makes it pass. The test was right to fail on a write it could not make; nothing in test.yml or the suite needs changing.

The tip's CI, and why it is red

All 11 check runs at 014b08ef completed. tests-ok is failure for one reason and it is not this change set: run 41579635687, job 125731183333 (ubuntu-latest · Node 24 · DSH 0.2.0-rc.2), step 4 Gate change signature → failure, steps 5 (flybot-tests) skipped. tests-ok inherits that (test: failure, plugins and package success). The reason is the one the body states: policy-sign refuses a gate file change (.github/workflows/test.yml) with no Policy-sign: line, and the body deliberately carries none — the only signature that existed named 85b382ea. enqueue-guard, merge-gate, package, plugins (tree/social/timeline/workflow), risk tier, reviewed tip, judge and agent-audience are all success at this tip.

So the signature this tip needs is the comment below, and the body now carries Policy-sign: naming it; the failed jobs of 41579635687 were re-run after the body edit, which is the only input that step reads differently.

The change, read

.github/workflows/test.yml:52-56,60 checks the base commit out at path: base (ref: ${{ github.event.merge_group.base_sha || github.event.pull_request.base.sha }}, persist-credentials: false) and runs node base/.github/scripts/policy-sign.mjs. That is the shape merge-gate.yml:50-54 already uses, and it closes the self-judging read: POLICY_PATH is fileURLToPath(new URL('../../policy/gates.json', import.meta.url)), so the base copy loads the base list, while the pull request's files, body and comments still come from the API — no other input moves. The step keeps its name, so the required context does not shift.

Both halves of the ref are load-bearing: test.yml also runs on merge_group, where github.event.pull_request is empty and a pull-request-only expression would fall back to the triggering sha. The narrowed assertion in test-workflow.test.mjs forbids a job-level if: and any condition on the event, and adds the reverse assertion that the event is read on exactly one line — the ref: of the base checkout, an input and not a condition. The stated cost (a root-walking check in test would now see base/) is real and is written down in the body; testing-layers.mjs runs in package, which has one checkout, so nothing in CI is affected today.

docs/governance.md §9 says which copy runs, and changelog.d/2099-base-policy-sign.fixed.md carries the fragment. policy/gates.json is untouched: the switch is still listed, which is what its $comment sentence is about, and after this change a pull request that adds an entry is judged by the base list — an entry binds the pull requests after it, not itself, exactly as documented above.

Not run, and why: the CI package job (pack check, typecheck, actionlint) — it is not part of npm run verify and runs on its own in run 41579635687 (success at this tip); the smoke test — nothing under core/, plugins/ or src/host/ is touched; npm run verify end to end — the change set's only test file is the one run above, and the four non-test files are test.yml, docs/governance.md, the changelog fragment and nothing else the suite reads.
