Track the reference-first hard rule agreed in the FlyBot room (2026-10-24):

  • Architecture truth lives in docs/subsystems/ (owned_paths / arch-docs), plus AGENTS.md / docs/code-standards.md where already authoritative.
  • .claude/skills/review-pr stays thin (Verifier procedure + pointers). Ordinary architecture changes update subsystem docs (or valid Docs-not-needed:), not the skill.
  • Same PR must update review-pr only when the Verifier protocol itself changes (PASS/FAIL/INC fields, Ran/Not run shape, posting format, or review-gate.mjs parse contract).

Implementation PR: #942.
