Expand selfReview to include hsliuustc0106 #924

Motivation

PR authors acting as Verifier (login hsliuustc0106) currently have PASS dropped by enqueue-guard because selfReview only lists Birfy (owner decision 2026-10-19).

Change

In .github/agent/review-policy.json, change:

"selfReview": ["Birfy"]

to:

"selfReview": ["Birfy", "hsliuustc0106"]

Risk

T3 (editing this file). Widens author self-PASS so it counts when the author login is hsliuustc0106. Does not replace green CI.

Out of scope

Does not unblock #908 by itself; #908 uses Birfy re-PASS separately.
