Stage 1: docs/governance.md §7 and ROADMAP still claim no reclassification case exists #1690

Part of #1550 (Stage 1, last slice).
What is stale
decisions/2026-10-29-stage-1-dogfood.md landed in dcaae9bb with the real walk-through, including the reclassification case (Triage set needs-human on 2026-10-28, the owner reclassified on 2026-10-29 and the label came off). Two places still say it does not exist:
docs/governance.md§7, third bullet: "No disagreement or reclassification case has been recorded indecisions/yet. Stage 1's acceptance asks for one; until it exists, §5 is the rule that will be followed, not a description of something that already happened."ROADMAP.md: the matching sentence (grep forreclassif).
What to change
Docs only. No code, no config key, no new UI:
- Replace those two sentences with a pointer to
decisions/2026-10-29-stage-1-dogfood.mdplus one line saying what it demonstrates. Leave the rest of §7 as it is: no Maintainer console, no Member role, no Project Assistant, and the multi-human authority contract stays planned. - Keep one honest gap in §7: classification is still written by hand in issue and PR comments; no engine classifies, convenes or records.
