fix(workflow): stage Pause/Progress/Flow row wraps inconsistently between live and idle lanes #1471

Problem

LIVE prod stage strip layout differs between Workflows on the same tip:

• issue → 合入 (live fix(host): a Workflow run Bot keeps the team tools, whatever the node's tools list says #1445): Pause + Progress on first row; Flow wraps to a second row → lopsided card
• PR → 合入 (idle): Progress + Flow stay on one line; no Pause

Even after #1467’s per-run cards land, the control row should not wrap awkwardly or differ only because Pause is absent.

Expected

One consistent control row (or intentional two-row grid) for live and idle lanes; Flow should not orphan onto a second row when Pause appears.

Context

• Prod tip 952d6358; Fix workflow concurrent run controls and flowchart layout #1467 rebasing — re-check after merge
• Do not merge to prod without owner yes.
