fix(workflow): Hand-a-task "who runs it" rows are oversized; Chief is listed twice #1468

Problem

On LIVE prod Workflow 「Hand a task to a Workflow」 dialog (2026-10-27 Asia/Shanghai):

1. Workflow option cards are ~180px tall with a large empty region under the chain text — taller than Chief rows and visually unbalanced. Separate from the compact thumbnail cut-off in fix(workflow): the compact flowchart thumbnail cuts off any workflow with 3+ layers (viewBox hard-coded to 28x28) #1464 (this is the full option card in the assign modal, not the sidebar glyph).
2. Chief / One Bot rows are duplicated (same label appears more than once with different icons); the last row is clipped by the modal footer.
3. Selected Workflow card shows a thick focus treatment / oversized radio affordance that looks like a 4px focus-ring blob.

This is not #1457 (Assign inert until card click) or #1458 (empty board on Tasks fail) — Tasks section correctly showed 「No open tasks on the Tasks board」 here; the rough edge is the who-runs-it list layout.

Expected

• Workflow and Bot target rows share a compact, consistent height.
• Each Bot appears once.
• Radio / selection chrome is aligned and not oversized.

Context

• Prod tip 952d6358 (not yet on Fix workflow concurrent run controls and flowchart layout #1467).
• Do not merge to prod without owner yes.
