Settings → Workflows: map missing workflow/state to a clear enable hint #1381

Settings → 工作流 shows the new page (#1364 / #1374) even when @flybot/workflow is not registered. The load fails with raw Unknown FlyBot endpoint workflow/state + 重试 (owner screenshot 2026-10-27).

Social already maps missing social/* to a friendly idle state. Workflow Settings should do the same: when call('workflow/state') is bot/not-found / Unknown endpoint, show that the Workflow plugin is not installed or not enabled, with how to enable — not the host throw string.

Done when

Missing plugin → clear Chinese/English copy + Retry still works after enable. Endpoint present → unchanged list/canvas.
