- Downgrade `bincode` to `1.3` - Downgrade `ureq` to `2.9.0` - Downgrade `sha-1` to `0.10.1`, `sha2` to `0.10`, and `zip` to `2.1` - Add explicit type annotations for `FileOptions<()>` in `tools/packager/src/main.rs` to fix build errors with newer `zip` crate. This PR resolves recent CI build failures by adjusting dependency versions to compatible ones. It downgrades
