Packaging test: check tooling pins exist, not their versions - #63

test_repository_root_is_not_a_python_project_for_hermes (from #56) asserted "ruff==0.9.10" and "pytest==9.0.3", so every Dependabot bump in tooling/ failed CI (#61, #62). It now checks that ruff and pytest are pinned to some version. test_repository_root_is_not_a_python_project_for_hermeswas added in #56. It asserts the exact stringsruff==0.9.10andpytest==9.0.3intooling/pyproject.toml, so every Dependabot bump there fails CI on both Pythons (#61 ruff 0.17.0, #62 pytest 9.1.1).The test now checks that ruff and pytest are pinned to some version.
