Margins config options not changing the margins

When I make a very basic document, I can't get the margins settings to actually change the margins. Regardless of (a) background being present, (b) first-page being present or not, (c) margins being floats or ints.

Let me know if I'm missing something. I need the margins to change so I can properly use a calc letter background pdf.

Blargh...It's because (currently), you have to do this:

I am not happy with this first-page business. I am going to set it up so that you can load multiple page templates and switch between them within the document. That will likely be next release.
