Allow the ChatGPT plugin manifest and assets to pass the repository’s root-file policy, removing a CI blocker for plugin distribution.
Adds
pluginsto the root-directory allowlist and fixes heading levels and table formatting in the command and service references. This PR is stacked on #221.Note

Whitelists the repo-root
pluginsdirectory in.config/repo/root-files.jsonso ChatGPT plugin manifest and assets pass the repository root-file policy used in CI.Docs-only cleanup in
docs/commands.mdanddocs/service.md: aligns the development-commands table columns, normalizes heading hierarchy in the service reference (e.g. Tools exposed and per-tool sections), tightens ecosystem table formatting, and removes stray blank lines—no behavioral or API changes.Reviewed by Cursor Bugbot for commit 92e2c19.
