This repo has no .catalog.yml, so Cortex generates a type: unknown entity for it with no owner. This PR adds a minimal one.

Owner set to beetlejuice based on current GitHub team (@skyscanner/beetlejuice) repository access. If this repo actually belongs to a different squad, or the type/description/serviceClass defaults don't fit, please adjust before merging.

Found via an audit of all repos the beetlejuice GitHub team has access to, cross-checked against Cortex/.catalog.yml ownership.
