Reference TUnit.Core from EfLocalDb.TUnit so it gets packed - #1095

The TUnit meta-package pulls in TUnit.Engine, whose props set IsTestProject=true and OutputType=Exe. That stopped EfLocalDb.TUnit being packed, so nothing has been published to nuget.org since 24.0.0. The library only needs TUnit.Core.
