Description

Prepare v0.27.8 artifacts for the live HTTP/WebSocket catch-up reporting fixed in #826. Update workspace and fuzz package versions, local-package records in all three lockfiles, the release badge/container example and changelog. State the verified binary requirement in the RPC guide.

Changes

External dependency versions and runtime source are preserved. The release includes the new sync-status acceptance plus the historical state, body pruning and fee-reward regressions already merged since v0.27.7.

Testing

• Release metadata, locked workspace metadata, nested manifest metadata and formatting checks pass.
• Lockfile comparison confirms only local package versions changed.
• Source fix fix(rpc): report live catch-up status over HTTP and WebSocket #826 passed required PR checks, the original real two-node catch-up failure and a fresh 21-transaction catch-up/process-reopen acceptance.
• Version-specific hosted checks complete.
• Matching native artifacts and public binary acceptance complete.

Notes

This prepares source metadata. Verified native builds, release publication and verification through the public guide remain required. Current testnet deployment and activation settings are separate from this release.
