Set include_schemalocs default value to False in to_xml() #248
Description
xsi:schemaLocation shouldn't be used for validation, so we should disable this by default. If users want to include the xsi:schemaLocation attribute, they can pass in include_schemalocs=True to to_xml().
This may impact python-cybox as well.

👍 This is definitely a needed change, but we need to make sure to clearly highlight it in the release notes, since it is a backwards-incompatible change for those relying on the default value (even though including the schemalocs goes against best practices).
