（借区反馈）SecRandom3.1.5无法在Windows10 22H2启动 #291

期望的行为
在无法升级Windows10 22H2到Windows11的情况下，启动SecRandom3.1.5以使用（.NET10应用是无法在非windows11的系统环境下启动的，所以这个Bug应该不会受理）
实际结果
无法启动该程序（进程出现几秒后又消失）

通过侧载方式更新 .NET 10 运行时与更新 Windows 10 版本到最新补丁、全局禁用 CET（注册表方式）、安装最新的 Microsoft Visual C++ Redistributable (x64）后都无法在无SecRandom2.3.100运行时运行SecRandom3.1.5
<style> </style>但在卸载.NET10运行时时，卸载进程弹出“SecRandom.exe需要更改，是否重启该程序？”在选择是后，SecRandom2.3.100（当时运行）结束进程后不再重启。
现个人考虑自行克隆仓库，重新编译成在.NET9运行的程序
